The state support of new agrarian projects with the help of return of 20% of the enclosed investments became the powerful engine of development of HSC for the last 3 years. In 2016 large landowners returned from the budget 10.8 billion rubles, in 2017 - 15.8 billion rubles that considerably lowered payback periods of investment projects in agriculture and made the industry very attractive to new investors.
The industrial greenhouses with a total area about 180 hectares built in the Russian Federation in 2017 became the main receivers of 20% of CAPEX for the total amount of 6.5 billion rubles. Last 2018 greenhouse producers of Russia could return only 10% of invested funds to new construction and reconstruction. However the total amount of subsidies was 7.1 billion rubles. These means are intended for support of 33 industrial greenhouses brought into operation in 2018.
Judging by the Protocol of the Commission of 17.12.2018, the Moscow LLC "Agrokultura Group" which will receive more than 1.0 billion rubles of subsidies from the state for construction of greenhouses in 2018 became the largest receiver of subsidies. The second place (724 million rubles of return of investments) – has the Kaluga LLC "Agro-Invest", on the third place the Lipetsk enterprise "Ovoschi Chernozemia" (nearly 600 million rubles of subsidies).
Current 2019 projects in the industry of the protected soil are excluded from the list of the Ministry of Agriculture of possible receivers of a part of the enclosed investments into construction. However such opportunity will remain for new projects in the territory of Siberia and the Far East where still development of greenhouse vegetable growing went very slow rates.
